SCIOTO COUNTY, Ohio — A welfare check in Scioto County on Wednesday led to two adults being arrested after officers discovered their children injured and living in "deplorable conditions" in their home, according to Sheriff David Thoroughman.
The sheriff said his office was contacted by the Scioto County Children Services reporting that they had received an anonymous call asking for a welfare check on children living on Riddlebarger Road, located in Portsmouth.
Detectives and a children services investigator went to the home and found four children, ranging in age from 1 to 7 years old, living there. They reported that all of the children were found to be filthy and had multiple injuries to their bodies.
The home was described as being "in deplorable conditions; filled with trash and infested with bugs."
The children were transported to Southern Ohio Medical Center for treatment of their injuries.
The two adults living in the home, identified as 27-year-old David Shepherd and 29-year-old Amanda Shepherd, were questioned and arrested. They have each been charged with three counts of endangering children — a 2nd-degree felony, another four counts of endangering children — a 3rd-degree felony and three counts of felonious assault.
They are currently being held in the Scioto County jail on a $410,000 bond.
The investigation is ongoing and more charges may be added.
