COLUMBUS, Ohio — This weekend marks three years since the rape, kidnapping and murder of Ohio State student Reagan Tokes.
Tokes was kidnapped as left work in the short north on February 8, 2017. Her body was discovered the next day in Scioto Grove Metro Park. She had been shot twice in the head.
Her killer, Brian Golsby, was convicted in 2018 and is serving out a life sentence in prison.
10 investigates uncovered that Golsby — a convicted sex offender who’d been released from prison three months before Tokes’ death — was not closely monitored by the Adult Parole Authority after his release from prison. Records show that was despite the fact that Golsby was assigned a GPS ankle monitor.
He managed to commit a string of violent robberies in the German Village area in the weeks leading up to Tokes’ death.
The Tokes family unsuccessfully sued the state, claiming it failed to closely monitor Golsby. The state argued in court filings that it did not have a special duty to protect Reagan Tokes.
The family has continued to push for change — backing legislation that would expand the use of GPS for criminals released from prison and reducing caseloads for parole officers.
Reagan’s family has been committed ever since to make something positive out of the tragedy of her murder.
Her family is once again playing host to the Rally for Reagan the weekend of Feb. 29 at the Renaissance Hotel in downtown Columbus. The weekend will include a self-defense class on Sunday and a Saturday night gala to raise money for Tokes’ scholarship foundation.
