City of Circleville appoints new police chief months after leadership woes

CIRCLEVILLE, Ohio — The City of Circleville has appointed its newest police chief.

Kenny Fisher was sworn in on Monday at the Circleville Municipal Court. Since March, he has been filling in as acting police chief.

According to the city, Fisher is a veteran of the United States Marines Corps and Army Reserve. He started at the Circleville Police Department as an officer and later sergeant.

Fisher served as the acting police chief for months when then-Police Chief Shawn Baer was under investigation by the city.

Baer, who was the police chief before Fisher, was accused of potential misconduct. The city said the allegations included harassment, intimidation, retaliation, threats of discipline, misuse of position, improper expenditures, failure to adhere to deadlines and timekeeping violations.

Doug Davis filled in as interim police chief following Baer's investigation. He was later placed on leave after being accused of employee misconduct.

The city never specified the situations in which the allegations against Baer and Davis originated. When asked directly, Circleville Mayor Michelle Blanton told 10TV that she could not disclose details.

Baer and Davis entered an agreement with the city to retire and resign, respectively. The city said the decision behind the agreement was to “avoid further disruption in the City’s Police Department and minimize future legal costs incurred by the City.”

As part of the agreement, the city ceased investigating the allegations against Baer and Davis.
